Retribution looms, as the American economy, dependent on a bloated military-industrial-kleptocrat complex(MIKC) and foreign borrowing, staggers toward bankruptcy, maybe a military coup.Engelhardt notes that in 2003, when the Bush administration invaded Iraq, the Pentagon already hadon its drawing boardsplans for building a series of permanent mega-bases in that country. They were charmingly called enduring camps. Once Baghdad fell and it turned out that, Saddam Hussein or no, the U.S. was going to have to fight rather than settle in and let the good times roll, hundreds of micro-bases were added to the mega ones, 106 of them by 2005, more than 300 in all. Then, in 2005, Washington decided to trade in its embassy in one of Saddam's old palaces for something a little spiffier. In its place, on a 104-acre plot by the Tigris River in the middle of Baghdad, for at least three-quarters of a billion dollars after cost overruns, it built the largest, most expensive embassy on the planet. It was planned for a staff of 1,000 diplomats with all the accoutrements of the good life and plenty of hired help. Even now, despite much discussion about ending the American role in Iraq, further plans are reportedly being made for the embassy's staff todouble. This was clearly to be U.S. mission control for the Greater Middle East.Building of this expansive kind is, of course, a staggering imperial undertaking. It implies a global power with resources beyond measure, for which waste means nothing. The mega-bases and the embassy were, in that sense, American wonders of the world, our own ziggurat equivalents in Mesopotamia, right down to the multiple PXs,familiar fast food outlets, andminiature golf. No empire had ever launched a base-building program quite like it (if, that is, you leave out the precursor to this whole experience, the U.S. in Vietnam in the 1960s).Engelhardt notes the Iraqi base-building project alone had already absorbed several billion taxpayer dollars in just the first half-year of construction in 2003. But it did look like a one-of-a-kind architectural adventure, until, that is, the forgotten war, the one in Afghanistan, came back into view. And keep in mind that none of this even includes the huge ring of supporting bases for America's Afghan and Iraq operations in the Persian Gulf, South and Central Asia, and even on the island of Diego Garcia in the Indian Ocean.Does anyone see a pattern here? The American military must be the heaviest occupation force in history. According to reports, it now has 1.5 million pieces of equipment, micro to mega, to get out of Iraq as U.S. forces draw down. This is war and occupation of Guinness World Records proportions, a veritable Ripley's Believe It Or Not of imperial military construction. That means transforming the way the state goes about its business, using decentralisation, accountability and transparency to reduce dramatically the cost ofgovernment. And because sunlight is the best disinfectant, we will bring the operation of government out into the open so that everyone can see whether we are delivering good value for money.Individuals and businesses see tremendous opportunities for starting new businesses, investing, hiring new workers, and expanding into new markets. Many are holding back, however, due to concerns about the economy, while others are holding back due to concerns about the threatening policies of government, and others are holding back because existing tax and regulatory burdens are already excessive. For private-sector job creation to jumpstart, prerequisite is to reduce drastically taxes and regulation.The UK government spends more per capita than any other government in Europe on ICT, but there have been many high-profile disasters and Labour's respect for the security of citizens' data has been lamentable. The loss of the HMRC's Child Benefit database, with 25 million people's personal and bank details, is only one example. So aConservative government will strengthen the role of the Chief Information Officer to get a grip on government ICT projects and start to deliver better value for money. We will call a moratorium on the creation of new ICT projects and establish a presumption that ICT contracts should not exceed £100million in value. No ICT project will be commissioned without first seeing if it can be done for free or at very low cost. We will set open standards to encourage interoperability between ICT systems and open up ICT procurement to more companies by creating a level playing field for open source software throughout government.The Brown Government has a terrible record at managing procurement, with billions of pounds wasted on mismanaged projects. But at the moment both the Government and the private sector providers delivering these projects are able to hide behind confidentiality clauses, meaning that badly-designed contracts which are ripping off the taxpayer cannot be exposed. A Conservative government will publish government contracts for goods and services worth over £25,000 in full, including all performance indicators, break clauses and penalty measures.Drawing inspiration from administrations around the world which have shown that being transparent can transform the effectiveness of government, we will open up government data and publish datasets in full and online, and in an open and standardised format so anyone can use them to create socially useful applications. And we will give the public a right to request the publication of additional datasets which they would find most useful. We will open up Whitehall recruitment by publishing all central government job vacancies online, saving costs and increasing scrutiny.The best guard against overspending is public scrutiny. We want an army of armchair auditors scrutinising the public accounts to see whether government is providing value for money. A Conservative government will put all national spending items over £25,000 online for everyone to see. We will require government departments, quangos and the BBC to publish details of the senior staff they employ and in which positions. Anyone paid more than £150,000 in the public sector will have to have their salary signed off by the Treasury and then published, and we will put online the salaries and expenses of the 35,000 most senior civil servants. And we will ensure that the National Audit Office has full access to the BBC's accounts so that licence fee payers know they are getting value for money.Under Labour the quango state has flourished. There are over one thousand unelected bodies in the UK funded by taxpayers, costing £90billion every year. We believe that Ministers should be responsible for government policy, not unelected bureaucrats. A chain of buffer traders can be formed between the original missing importer and the final exporter, helping to blur the link between the final reclaim of VAT and the original importer.8. Next Seller. If a seller insists on charging VAT, cancel the sale and go to another seller.9. List. Keep a list of product providers who are willing not to charge VAT.10. Tradeoff. Barter your vote for a politician's promise to abolish VAT.11. Explode. Release your anger against VAT to the media and politicians.12. Critical Mass. The Maastricht rules can be therefore circumvented quite legally through swaps and other complex financial instruments. There are huge commissions generated, and part of them is given to kleptocrats as kickbacks.The Fourthreichian Central Bank(ECB) has no mandate to take into account the situation of a specific country. A bailout would expose the area's biggest flaw, its inability to enforce fiscal discipline among its members, further denting market confidence in the Fourth Reich's Stability and Growth Pact that sets limits on public debt and fiscal deficits.Greek premier George Papandreou on Thursday again promised deficit cuts, starting with a 4% reduction this year, and Fourth Reich said it will monitor progress. As this battle ebbs and flows, both the euro and the dollar likely will suffer great volatility.
