Χωρίς έλεος τα νέα μέτρα :
Ο κύβος ερρίφθη. Η κυβέρνηση ανακοίνωσε τα σκληρά μέτρα που επέβαλε η Ευρωπαϊκή Ένωση, συρρικνώνοντας το εισόδημα των μεσαίων και κατώτατων στρωμάτων της ελληνικής κοινωνίας.-

Έμμεση αλλά πραγματική περικοπή του 14ου μισθού, αύξηση όλων σχεδόν των έμμεσων φόρων -ποτά τσιγάρα καύσιμα-, επιβολή αυξημένου ΦΠΑ για τα είδη ευρείας λαϊκής κατανάλωσης και πάγωμα των μισθών και συντάξεων.-

Είναι προφανές ότι ο πόλεμος, στον οποίο, σύμφωνα με τα λεγόμενα της κυβέρνησης, βρίσκεται η χώρα, έχει τα πρώτα παράπλευρα θύματά του. -
Και κατά ένα «περίεργο» τρόπο, τα θύματα δεν είναι αυτοί που άνοιξαν την «κερκόπορτα» της χώρας στα ξένα οικονομικά συμφέροντα και στην επιδρομή των αγορών, αλλά ο λαός που για πολλοστή φορά καλείται να βάλει πλάτη, πληρώνοντας τα λάθη των κρατούντων.-

Τα μέτρα που εξήγγειλε, δια του κυβερνητικού εκπροσώπου, Γιώργου Πεταλωτή, η σοσιαλιστική κυβέρνηση, με στόχο την εξυγίανση της ελληνικής οικονομίας, πλήττουν σε πρώτη φάση τον ευρύτερο δημόσιο τομέα με την ιστορική απόφαση της περικοπής χρόνιων κεκτημένων.-

Ταυτόχρονα, με σειρά αποφάσεων, μειώνει την αγοραστική αξία του συνόλου των εργαζομένων, καθώς επιβάλλει καταιγίδα έμμεσων φόρων, που πλήττουν την αγορά και βυθίζουν σε μεγαλύτερη ύφεση την ελληνική οικονομία.-

Τα μέτρα

Η κυβέρνηση με πρωθυπουργική απόφαση που δέχτηκε το υπουργικό συμβούλιο, αλλά και η κοινοβουλευτική ομάδα του ΠΑΣΟΚ, προχωρά στην ιστορική απόφαση της έμμεσης περικοπής του 14ου μισθού.-

Η κυβέρνηση προχώρησε στην περικοπή του 1/3 στο δώρο του Πάσχα, στο δώρο των Χριστουγέννων και στο επίδομα της θερινής άδειας.-

-Για την ακρίβεια, περικόπτεται το 30% στο δώρο του Πάσχα, στο επίδομα άδειας και στο δώρο των Χριστουγέννων. -

-Παγώνουν οι προσλήψεις στο δημόσιο τομέα εκτός από αυτές που αφορούν στα υπουργεία Παιδείας, Υγείας και Εθνικής Άμυνας. -
Αρχικά, η πρόταση ήταν για 35% στο επίδομα άδειας και στο δώρο Πάσχα, αλλά αποφασίστηκα να χρυσωθεί κάπως το χάπι.-

Το μέτρο αυτό πλήττει σε πρώτο στάδιο τον ευρύτερο δημόσιο τομέα και τους εργαζόμενους στις ΔΕΚΟ. Οι μειώσεις θα ισχύσουν από την πρώτη Ιανουαρίου του 2010, επομένως περικόπτεται το δώρο του Πάσχα, που αναμένεται να λάβουν οι εργαζόμενοι στον δημόσιο τομέα και τις ΔΕΚΟ.-

«Οι αποφάσεις είναι δύσκολες αλλά επιλέγουμε να τις εφαρμόσουμε πριν οι συνθήκες μας το ζητήσουν», επισήμανε ο κυβερνητικός εκπρόσωπος, Γ. Πεταλωτής, στην αρχή της εισηγητικής του ομιλίας, ανακοινώνοντας τα νέα μέτρα.-

Ταυτόχρονα, στα νέα σκληρά εισπρακτικά μέτρα προβλέπονται:

-Αυξάνονται οι συντελεστές του ΦΠΑ οι οποίοι διαμορφώνονται σε 5% από 4,5% στο κατώτατο όριο , από 9% σε 10% στο μεσαίο όριο και από 19% σε 21% στο ανώτατο.-

-Στο 12% ανέρχεται η περικοπή των πάσης φύσεως επιδομάτων (με ορισμένες εξαιρέσεις)στο δημόσιο τομέα συμπεριλαμβανομένων και των ΟΤΑ.-

-Παγώνουν οι συντάξεις σε δημόσιο και ιδιωτικό τομέα

-Δραματική αύξηση του εδικού φόρου κατανάλωσης στα καύσιμα, τα ποτά και τα τσιγάρα.

-Περιορίζεται το πρόγραμμα των δημοσίων επενδύσεων

-Αυξάνεται κατά 8 λεπτά η τιμή στη βενζίνη και κατά 20% στο αλκοόλ

- Αυξάνεται κατά 0,03 ευρώ το πετρέλαιο, ενώ δεν υπάρχει αύξηση στο πετρέλαιο θέρμανσης

Σύμφωνα με την κυβέρνηση, τα μέτρα που αποφασίστηκαν, θα αποδώσουν 4,8 δισεκατομμύρια ευρώ.

Το 50% θα προέλθει από τη μείωση των δαπανών και το άλλο μισό από αυξήσεις στους φόρους».-

Νύχτα πιέσεων από την Κομισιόν

Η ομιλία-διάγγελμα του πρωθυπουργού, Γιώργου Παπανδρέου, προς την κοινοβουλευτική ομάδα του ΠΑΣΟΚ με τον έντονο συναισθηματικό τόνο, ήταν, επισήμως, ο προάγγελος των σκληρών μέτρων και ειδικά της περικοπής του 14ου μισθού.-

Οι χθεσινοβραδινές συσκέψεις στο οικονομικό επιτελείο «κλείδωσαν» επί της ουσίας τα μέτρα, αλλά άφησαν «ανοιχτό» το μαχαίρι στον 14 μισθό για τον οποίο αποφάσισε προσωπικά ο πρωθυπουργός.-

Οι πιέσεις από τον κοινοτικό επίτροπο, Όλι Ρεν, και από τον επικεφαλής της Ευρωπαϊκής Κεντρικής Τράπεζας, Ζαν-Κλοντ Τρισέ, ήταν ασφυκτικές προς την κυβέρνηση καθ’ όλη τη διάρκεια της νύχτας, παρά τις διαρροές από τις Βρυξέλες ότι η Κομισιόν δεν επιβάλλει στην Ελλάδα να περικόψει τον 14 μισθό.-

Επί της ουσίας, όμως, ο Όλι Ρεν έθετε απαράβατο όρο την περικοπή των κεκτημένων των εργαζομένων, διότι μόνο με την προσθήκη αυτού του μέτρου θα διασφαλιζόταν ο στόχος μείωσης του ελλείμματος και θα επιτυγχανόταν η ανάκτηση της αξιοπιστίας της χώρας στις διεθνείς αγορές και της ανταγωνιστικότητας της ελληνικής οικονομίας. -

Υπουργικό συμβούλιο

Το πιο πρωινό υπουργικό συμβούλιο της κυβέρνησης του ΠΑΣΟΚ ήταν αυτό που έβαλε την υπογραφή του για την ανακοίνωση των σκληρών οικονομικών μέτρων.-

Η συνεδρίαση, αρχικά, είχε ανακοινωθεί ότι θα ήταν βραχύβια, αλλά, αφενός καθυστέρησε, και αφετέρου διήρκησε περισσότερο από το αναμενόμενο.-
Ο πρωθυπουργός στην εισηγητική ομιλία τόνισε χαρακτηριστικά: «Ήρθε η ώρα της Ευρώπης».-

Στο υπουργικό συμβούλιο, ο υπουργός Οικονομικών, Γιώργος Παπακωνσταντίνου, έκανε την εισήγησή του και με συνοπτικές διαδικασίες τα μέτρα πέρασαν.- Οι περισσότεροι υπουργοί της κυβέρνησης, που μίλησαν στο υπουργικό συμβούλιο, επισήμαναν μεν ότι τα μέτρα είναι σκληρά, αλλά είναι αναγκαία, καθώς η χώρα είναι σε κατάσταση οικονομικής «πολιορκίας».-

Ακολούθως, ο πρωθυπουργός επισκέφτηκε τον πρόεδρο της Δημοκρατίας, Κάρολο Παπούλια, για να του ανακοινώσει τις αποφάσεις της κυβέρνησης.- Εξερχόμενος του Προεδρικού Μεγάρου, μετά τη συνάντηση με τον πρόεδρο της Δημοκρατίας, Κάρολο Παπούλια, ο πρωθυπουργός τόνισε την αναγκαιότητα των έκτακτων μέτρων για την επιβίωση της χώρας και της οικονομίας.-

«Πήραμε τις αναγκαίες αποφάσεις για να ανασάνουμε, για να βγει η χώρα από τη δίνη των κερδοσκόπων και της δυσφήμησης», ανέφερε, χαρακτηριστικά, μετά από την ενημέρωση του προέδρου της Δημοκρατίας για το νέο πακέτο μέτρων.-

Ο κ. Παπανδρέου έκανε, επιπλέον, λόγο για την αναγκαιότητα της λήψης των αποφάσεων.
Δεν ήταν «απλώς επιλογή», αλλά αναγκαιότητα για την επιβίωση της χώρας και της οικονομίας. -

Οι αποφάσεις, πρόσθεσε, ήταν αναγκαίες για «να ανασάνουμε, για να δώσουμε τη μάχη για μια πιο δίκαιη κοινωνία, για τις μεγάλες αλλαγές που θα φέρουν ανάπτυξη, δουλειές και προοπτική στον τόπο».-

** ΣΗΜΕΡΑ , Θα ήθελα να ασχοληθώ ,ΚΑΤΑΓΓΕΛΟΝΤΑΣ , ΣΤΟΝ Ιατρικό κόσμο , στους Νοσοκομειακούς γιατρούς του Γ.Ν. Νοσοκομείου Καλαμάτας και όλων των Κέντρων Υγείας του Νομού Μεσσηνίας ,στην Διοίκηση του Νοσοκομείου και στο Υπουργείο Υγείας , την απαράδεκτη για μένα (προσωπική θέση - άποψη) , συμπεριφοράς απέναντί μου ( Σταμάτιος Ν. Σκούλικας , Διευθυντής οδοντιατρικού , Κ. Υ. Μελιγαλά) , του Χειρούργού γιατρού και προέδρου της Ε.Ε. γιατρών του Γ.Ν.Ν. Καλαμάτας και των Κ. Υγείας του Νομού μας , κο Γεώργιο καλαφάτη , για την ανεπάρκειά του , κατά την προσωπική μου πάντα άποψη , να επιλύσει άμεσα προβλήματα ή διενέξεις μεταξύ γιατρών και οδοντιάτρων Κ. Υ. Μελιγαλά , πάνω σε θέματα εφημεριών -ετοιμοτήτων γιατρών του ΕΣΥ κ.λ.π ,πάντα με γνώμονα ισοτιμίας και αληθινής Δικαιοσύνης .- Στην συνέχεια θα αναφερθώ σε γεγονότα , αφού πρώτα , για την ανεπάρκειά του ζητήσω την εθελοντική του παραίτηση , από την θέση του προέδρου της επιστιμονικής επιτροπής γιατρών ΕΣΥ , του Νομού μας , για να αναλλάβει αθτή τη θέση κάποιος άλλος γιατρό ΕΣΥ , που θα έχει και τη διάθεση και τη θέληση να ασχοληθεί με τα θέματα που αποσχολούν τους γιατρούς και οδοντιάτρους του ΕΣΣΥ .! ΑΥΤΟ για μένα , σημαίνει αξιοπρέπεια , τιμιότητα και ΑΝΘΡΩΠΙΑ !! ΟΤΑΝ δεν μπορείς να προσφέρεις , τότε φεύγεις και δεν παρεμένεις για να .......!!!!!
ΑΝΑΦΕΡΟΜΕΝΟΣ ΣΤΑ ΓΕΓΟΝΟΤΑ ΕΧΩ ΝΑ πω !:
ΤΗΝ ΔΕΥΤΕΡΑ , 01-03-2010 , έγιναν από μέρους μου επανηλημένες προσπάθειες , για τηλεφωνική επικοινωνία μου με τον πρόεδρο της επιστημονικής επιτροπής του Νοσοκομείου κο Γεώργιο Καλαφάτη , αλλά εστάθει αδύνατον , λόγο χειρουργείου .- Προηγουμένως είχα τηλεφωνική επικοινωνία με τον απερχόμενο Διοικητήν του Νοσοκομείου , ο οποίος όμορφα και ανθρώπινα με παρέπεμψε στον κο Καλαφάτη , δηλώνοντας ότι αδυνατεί να πάρει μέρος στην επίλυση του προβλήματος , λόγο του ότι εντός ημερών αντικαθίσταται ... κ.λ.π. -
Στις 02-03-2010 , μετά από πολλές προσπάθειες κατώρθωσα να επικοινωνήσω τηλεφωνικώς με τον κο Καλαφάτη , αλλά η συνενόηση μαζί του ήταν μηδενική , διότι δεν μου έδεινε το χρόνο να του εξηγήσω , να τον ρωτήσω , και να λάβω κάποια συγκεκριμένη απάντηση, πέφτωντας η τηλ. γραμμή επικοινωνίας τυχαία ή και σκόπιμα ; Η μόνη απάντηση που πήρα ( κατάλλαβα ) , ήταν ότι οι περικοπές έγιναν σύμφωνα με την απόφαση του Υπουργείου και ότι δεν γίνεται να πέρνω 2000 ευρώ ( τελείως ανακριβές) , η αμοιβές μου στις ετομότητες 15 τον μήνα είναι 1000 ευρώ ), και μου έκκλεισε το τηλέφωνο , προφασιζόμενος ασχολίες του κ.λ.π. - Τα 2000 ευρώ για μένα είναι αδιανόητο να το λέει γιατρός του ΕΣΥ , γνωρίζωντας ότι υπάρχει πλαφόν στις αμοιβές των εφημεριών όλων των γιατρών του ΕΣΥ .- Εναρωτιέμαι,.. ερωτώντας ,.. θα ήθελα να μου απάντήσει ο κος Καλαφάτης έχει ενημερωθεί για τις αμοιβές του μισθού μου και των εφημεριών μου ή με αναγκάζει να σκέπτομαι και να λέω ¨εξ ιδίων κρίνει τα αλώτρια; ' " .-Μετά της εσκεμένης για μένα διακοπής της τηλεφωνικής επικοινωνίας , έγιναν κατ΄επανάλειψη προσπάθειες τηλεφωνικής επικοινωνίας μέσω τηλεφωνικού κέντρου , του Κ. Υγείας ,τελικά να απαντήσει στην υπάλληλο του Κ.Υ. ότι δεν θέλει να μιλήσει μαζί μου .- ΤΟΝ ΕΥΧΑΡΙΣΤΩ ΘΕΡΜΑ ΓΙΑ ΟΛΗ ΤΟΥ ΤΗΝ ΣΥΝΑΔΕΛΦΙΚΗ ΣΥΜΠΕΡΙΦΟΡΑ ΤΟΥ .- " Υψίστη αποστολή του κάθε συναδέλφου , είναι να βρήσκεται , πάντα δίπλα στον συναδελφό του ".-

**Καταθέτει στην εξεταστική ο Ζαγοριανός

Ο πρώην ανακριτής στην υπόθεση της Siemens, Νίκος Ζαγοριανός καταθέτει σήμερα στην αρμόδια εξεταστική επιτροπή της Βουλής. Ο ίδιος είναι κατηγορούμενος για κακούς χειρισμούς στη δικογραφία.
Ο πρώην ανακριτής στην υπόθεση της Siemens, Νίκος Ζαγοριανός καταθέτει σήμερα στην αρμόδια εξεταστική επιτροπή της Βουλής. Ο ίδιος είναι κατηγορούμενος για κακούς χειρισμούς στη δικογραφία, ενώ εναντίον του έχει ασκηθεί ποινική δίωξη για κατάχρηση εξουσίας και παράβαση καθήκοντος. Το πρωί κατέθεσε στην Επιτροπή ο Απόστολος Μπαράτσης, ο οποίος διετέλεσε μέλος του ΔΣ του ΟΤΕ το 2004. Όπως δήλωσε ο ίδιος, εξαναγκάστηκε σε παραίτηση από τον κ. Βουρλούμη, όταν πληροφορίες τον έφεραν να κάνει διαρροές στον Τύπο για υπερκοστολογήσεις συμβάσεων. Εν τω μεταξύ, την Πέμπτη, στην Εξεταστική Επιτροπής αναμένεται να καταθέσει ο εισαγγελέας Εφετών Παναγιώτης Αθανασίου, ο οποίος διενήργησε την προκαταρκτική έρευνα της υπόθεσης.-

** Ψηφίστηκε το ν/σ για την ιθαγένεια

Ψηφίστηκε με τις ψήφους ΠΑΣΟΚ και ΣΥΡΙΖΑ, το νομοσχέδιο του υπουργείου Εσωτερικών, που αφορά την απόκτηση ελληνικής ιθαγένειας, καθώς και το δικαίωμα του «εκλέγειν» και «εκλέγεσθαι» από μετανάστες, που ζουν νόμιμα στην Ελλάδα.
Ψηφίστηκε, επί της αρχής του, στην αρμόδια Επιτροπή της Βουλής, με τις ψήφους ΠΑΣΟΚ και ΣΥΡΙΖΑ, το νομοσχέδιο του υπουργείου Εσωτερικών, που αφορά την απόκτηση ελληνικής ιθαγένειας, καθώς και το δικαίωμα του «εκλέγειν» και «εκλέγεσθαι» από μετανάστες, που ζουν νόμιμα στην Ελλάδα. Νέα Δημοκρατία και Λαϊκός Ορθόδοξος Συναγερμός καταψήφισαν το σχετικό σχέδιο νόμου, χαρακτηρίζοντάς το «ψευδεπίγραφο», ενώ το ΚΚΕ επιφυλάχθηκε να τοποθετηθεί επί των άρθρων. Ο εισηγητής του ΠΑΣΟΚ, Γιάννης Διαμαντίδης, επισήμανε ότι στόχος της κυβέρνησης είναι να εξασφαλιστεί η ειρήνη, η ασφάλεια και η κοινωνική συνοχή στη χώρα, να προστατευτούν τα ατομικά δικαιώματα των μεταναστών και να μπουν κανόνες διαφάνειας στο διάτρητο ισχύον θεσμικό πλαίσιο. Υπογράμμισε, εξάλλου, ότι «η Ελλάδα θα σταματήσει να είναι ξέφραγο αμπέλι», ενώ επέκρινε εκείνους οι οποίοι αντιδρούν στην κοινωνική ένταξη όλων όσων ζουν και εργάζονται νόμιμα στη χώρα και πρόσθεσε πως «πρέπει να αντιμετωπίσουμε το υπαρκτό και μεγάλο αυτό πρόβλημα, χωρίς παρωπίδες και λαϊκισμούς». Ο κ. Διαμαντίδης απέρριψε τις αιτιάσεις ΝΔ και ΛΑΟΣ περί προσπάθειας του ΠΑΣΟΚ «να αλλοιώσει το αποτέλεσμα στις επερχόμενες δημοτικές εκλογές», τονίζοντας ότι η δυνατότητα του «εκλέγειν» και «εκλέγεσθαι» αφορά μόνον 65.000 μετανάστες διασκορπισμένους σε όλη την ελληνική επικράτεια. Από την πλευρά του, ο εισηγητής της ΝΔ, Θανάσης Νάκος, ζήτησε την απόσυρση του ν/σ, χαρακτηρίζοντάς το ψευδεπίγραφο και υποστήριξε ότι θα μεταβάλει την εθνολογική και πληθυσμιακή εκπροσώπηση της χώρας με τις αθρόες νομιμοποιήσεις, θα αυξήσει κατακόρυφα τη λαθραία μετανάστευση και οι οικονομικές συνέπειες θα είναι ολέθριες. Πρόθεση της κυβέρνησης, όπως υποστήριξε ο κ. Νάκος, είναι «με έωλες διατάξεις και ανθρωπιστικό περίβλημα να εξασφαλίσει ένα θετικό γι αυτήν εκλογικό αποτέλεσμα». Ο εισηγητής του ΚΚΕ, Γιώργος Μαυρίκος, έκανε λόγο για αποσπασματικές λύσεις και πρόσθεσε ότι το ν/σ διατηρεί ποινικά κριτήρια, ενώ αναδεικνύει και δεν λύνει προβλήματα. Υποστήριξε ακόμα ότι επιβάλλει την υποχρεωτική απόκτηση της ελληνικής ιθαγένειας που, σε κάθε περίπτωση, θα έπρεπε να είναι προαιρετική. Δριμεία κριτική κατά του ν/σ άσκησε ο εισηγητής του ΛΑΟΣ, Άδωνης Γεωργιάδης, καλώντας την κυβέρνηση να προχωρήσει σε δημοψήφισμα, επικαλούμενος και 400.000 υπογραφές πολιτών που έχει συλλέξει, όπως είπε, το κόμμα του. Κάλεσε, δε, τον ΣΥΡΙΖΑ να στηρίξει το αίτημα καθώς, όπως ανέφερε, είναι υπέρ των δημοψηφισμάτων, όταν υποστηρίζονται από 100.000 υπογραφές. «Με δύο χέρια και δύο πόδια και ότι άλλο έχουμε, το καταψηφίζουμε», δήλωσε ο κ. Γεωργιάδης και παράλληλα απέρριψε τις αιτιάσεις της κυβέρνησης ότι στόχος είναι η κοινωνική ένταξη των μεταναστών, που ζουν στην Ελλάδα, κάνοντας λόγο «για παραμύθι επιπέδου Σταχτοπούτας». Επανέλαβε, τέλος, ότι η νομιμοποίηση αφορά μισό εκατομμύριο μετανάστες. «Δεν χωρούν δημοψηφίσματα σε ατομικά δικαιώματα», ήταν η απάντηση στον ΛΑΟΣ του εισηγητή του ΣΥΡΙΖΑ, Νίκου Τσούκαλη. Πρόσθεσε ότι η θέση του κόμματός του είναι πάγια και ξεκάθαρη υπέρ της διεξαγωγής δημοψηφισμάτων, όμως «σε αυτή τη περίπτωση αφορά πολιτικό θέμα, που μετεξελίσσεται σε ατομικό». Επίσης, υπογράμμισε ότι «όποια κοινωνία σε οποιαδήποτε χρονική στιγμή επέλεξε τη λογική του κλειστού φρουρίου και της απομόνωσης, κατέρρευσε» και πρόσθεσε πως «αντίθετα, οι ανοικτές κοινωνίες παρέτειναν ακόμα και αιώνες την ύπαρξη και την διατήρηση της ταυτότητας τους». –

** Κρίσεις σε ΕΛ.ΑΣ. - Αποφάσεις σε ΚΥΣΕΑ

Άρχισαν οι τακτικές ετήσιες κρίσεις στην ΕΛ.ΑΣ με την αποστρατεία 9 αξιωματικών με τους βαθμούς του υποστρατήγου και αντιστρατήγου. Από πλευράς του το ΚΥΣΕΑ προχώρησε στις τοποθετήσεις αντιστρατήγων, αντιναυάρχων, αντιπτεράρχων και υποπτεράρχων,
Άρχισαν οι τακτικές ετήσιες κρίσεις στην Ελληνική Αστυνομία με την αποστρατεία εννέα αξιωματικών με τους βαθμούς του υποστρατήγου και αντιστρατήγου. Συγκεκριμένα, το Ανώτατο Συμβούλιο Κρίσεων που συνεδρίασε, το βράδυ της Τρίτης, υπό την προεδρία του αρχηγού της Αστυνομίας, αντιστρατήγου Ελευθέριου Οικονόμου με τη συμμετοχή δύο αντιστρατήγων του Στρατού Ξηράς, έκρινε ως ευδοκίμως τερματίσαντα τη σταδιοδρομία του, τον αντιστράτηγο Παναγιώτη Χριστοφιλάκη και διατηρητέους στον ίδιο βαθμό τους αντιστρατήγους Γιάννη Ραχωβίτσα, Νίκο Παπαγιαννόπουλο και Κώστα Κασαπάκη. Αμέσως μετά, το ίδιο συμβούλιο με τη συμμετοχή των αντιστρατήγων Γιάννη Ραχωβίτσα και Νίκο Παπαγιαννόπουλο έκρινε τους 21 υποστρατήγους της Ελληνικής Αστυνομίας, διατήρησε στη θέση τους τους 12 και αποστράτευσε εννέα. Αποστρατευτέοι κρίθηκαν οι υποστράτηγοι Κουμαντάνος, Κυριακόπουλος, Παππάς, Μπεσίρης, Δασκαλάκης, Μπιτζής, Νικολαΐδης και Κούρβας. Διατηρήθηκαν στο βαθμό του υποστρατήγου οι υποστράτηγοι Καμαρινόπουλος, Σερέτης, Μπαλάκος, Σταματάκης, Τούζος, Μπαλάγκας, Γεωργόπουλος, Στίγκας, Παπαδόπουλος, Χρονόπουλος, Σκαλτσάς και Χαλιάσος. Στο βαθμό του αντιστρατήγου προήχθη ο υποστράτηγος Γεώργιος Γαλιάτσος. Οι κρίσεις στην Αστυνομία θα συνεχισθούν με το βαθμό του ταξιάρχου. ** Δύσκολες αποφάσεις για τη μείωση του ελλείμματος

Στη συνεδρίαση του υπουργικού συμβουλίου ελήφθησαν οι τελικές αποφάσεις για τα πρόσθετα μέτρα μείωσης του ελλείμματος. Ο πρωθυπουργός, που άφησε ανοικτό το ενδεχόμενο προσφυγής στο ΔΝΤ, ενημέρωσε σχετικά τον κ. Παπούλια.
Οι τελικές αποφάσεις για τα πρόσθετα μέτρα που αποφάσισε η κυβέρνηση, υπό την πίεση της ΕΕ, ώστε να μπορέσει να μειωθεί το έλλειμμα της χώρας μας ελήφθησαν κατά τη συνεδρίαση του υπουργικού συμμβουλίου, σε μια μαραθώνια συνεδρίαση υπό τον πρωθυπουργό Γ. Παπανδρέου, ενώ στη συνέχεια ενημέρωσε τον πρόεδρο της Δημοκρατίας για τα νέα μέτρα. Ο πρωθυπουργός, στηρίχθηκε από όλο το υπουργικό συμβούλιο, σύμφωνα κυβερνητικό στέλεχος, που ανέφερε επίσης ότι υπήρξε περισυλλογή, ενώ διατυπώθηκε η άποψη ότι είναι κατανοητές οι αναμενόμενες αντιδράσεις, ωστόσο εκείνο που κυριαρχεί είναι η αποφασιστικότητα της κυβέρνησης στο να επιβιώσει η χώρα. Ένα άλλο στέλεχος της κυβέρνησης τόνισε ότι ο κ. Παπανδρέου άφησε ανοιχτό το ενδεχόμενο προσφυγής της χώρας στο ΔΝΤ, αν η Ελλάδα δεν τύχει οικονομικής στήριξης από την ΕΕ, μία στήριξη η οποία αποτελεί το βασικό στόχο και προσανατολισμό της χώρας. Όλοι αντιλαμβανόμαστε την κρισιμότητα των στιγμών, είπε ένα άλλο στέλεχος του οικονομικού επιτελείου της κυβέρνησης, αναγνωρίζοντας πως θα υπάρξουν ορισμένες αρνητικές συνέπειες στην οικονομική δραστηριότητα και τις τιμές, ωστόσο τόνισε, ότι αυτή τη στιγμή προέχει η αποκατάσταση της δυνατότητας της χώρας για δανεισμό. Οι ίδιοι κύκλοι τόνισαν ταυτόχρονα, ότι με τις προσπάθειες που καταβάλλει η Ελλάδα στέλνεται ένα ξεκάθαρο μήνυμα προς τις αγορές και την Ευρωπαϊκή Επιτροπή, ότι η χώρα εξάντλησε τα περιθώριά της από την άποψη της λήψης μέτρων.Ενημέρωση του ΠτΔ για τα νέα μέτραΟ πρωθυπουργός, αμέσως μετά το τέλος του Υπουργικού Συμβουλίου, έγινε δεκτός από τον Πρόεδρο της Δημοκρατίας, Κάρολο Παπούλια, στο Προεδρικό Μέγαρο. «Κύριε Πρόεδρε, δύσκολες αποφάσεις σε μια δύσκολη στιγμή για τη χώρα», ανέφερε ο πρωθυπουργός Γιώργος Παπανδρέου, απευθυνόμενος στον Κ. Παπούλια κατά τη συνάντησή τους στο Προεδρικό Μέγαρο. «Δύσκολες μέρες», απάντησε ο κ. Παπούλιας. Ο κ. Παπανδρέου τόνισε: «Δύσκολες μέρες, αλλά αναγκαία τα όσα αποφασίσαμε. Πήραμε δύσκολες αποφάσεις σε μια δύσκολη κατάσταση», και σημείωσε ότι η χώρα μας βρέθηκε στη δίνη του κυκλώνα, των πιστωτών και των διεθνών αγορών και πρόσθεσε πως, «δείχνουμε, η Ελλάδα και ο ελληνικός λαός ότι μπορεί αξιόπιστα να παίρνει αποφάσεις». «Αναμένουμε δικαίως πια την ευρωπαϊκή αλληλεγγύη και είναι η άλλη πλευρά αυτής της συμφωνίας», τόνισε ο κ. Παπανδρέου και έκανε λόγο για ιστορική ευθύνη και της Ευρώπης. Ακόμη, ο πρωθυπουργός ανέφερε ότι «είναι πια αυτό το αναγκαίο βήμα για να πάμε σε μια μάχη για μεγάλες αλλαγές» και μέτρα κοινωνικής δικαιοσύνης και προστασίας του πολίτη, ώστε να ξέρει πλέον ότι η πολιτεία σέβεται τον ίδιο και τα χρήματά του και του δημιουργεί προοπτικές για εργασία και ανάπτυξη. «Αυτή τη μάχη δίνουμε και θα τη δώσουμε όλοι, η κυβέρνηση μαζί και δίπλα με τον ελληνικό λαό», δήλωσε επίσης ο πρωθυπουργός. «Κύριε πρόεδρε, είναι σωστά αυτά που λέτε», είπε ο κ. Παπούλιας, ο οποίος ωστόσο υπογράμμισε ότι «πρέπει να αποκτήσουμε την κοινωνική αξιοπιστία με κοινωνική ευαισθησία και νομίζω ότι σε αυτό θα ανταποκριθεί ο ελληνικός λαός, όταν πειστεί ότι είναι σωστά και δίκαια τα μέτρα και ότι πρέπει να προσφέρουν περισσότερα αυτοί που έχουν περισσότερα». Ο κ. Παπανδρέου σημείωσε με τη σειρά του, ότι πρέπει να είναι αναλογικά τα βάρη. Ο πρωθυπουργός, ευχαρίστησε τον Πρόεδρο της Δημοκρατίας για την πρωτοβουλία του να αναλάβει το Ταμείο Στήριξης για την οικονομία της χώρας, κάτι που πρότεινε ο πρόεδρος της Βουλής Φίλιππος Πετσάλνικος.Κατά την έξοδο του από το προεδρικό Μέγαρο, ο πρωθυπουργός τόνισε ότι ενημέρωσε τον πρόεδρο της Δημοκρατίας για τις δύσκολες αποφάσεις «που ήταν ανάγκη να πάρουμε για την επιβίωση της χώρας και της οικονομίας, για να φύγουμε από τη δίνη των κερδοσκόπων». Επίσης, μίλησε για μάχη για μια πιο δίκαιη κοινωνία και ανάπτυξη.Στη συνέχεια, ο πρωθυπουργός έχει συναντήσεις με τους κοινωνικούς εταίρους, αναζητώντας συναίνεση για να «περάσουν» τα πρόσθετα μέτρα. Συγκεκριμένα, ο κ. The service provider forwards to the government less tax than it collected from its customers and pockets the difference.5. Receipt Exchange. There are many brokers and traders of real and fake receipts.6. Missing Traders. Many inporters from member States sell products with VAT, and then disappear, without forwarding the VAT to the government.7. Carousels. A chain of buffer traders can be formed between the original missing importer and the final exporter, helping to blur the link between the final reclaim of VAT and the original importer.8. Next Seller. If a seller insists on charging VAT, cancel the sale and go to another seller.9. List. Keep a list of product providers who are willing not to charge VAT.10. Tradeoff. Barter your vote for a politician's promise to abolish VAT.11. Explode. Release your anger against VAT to the media and politicians.12. Critical Mass. Become a firefly that promotes the Global Tax Revolt.A call to arms! Europe 2020 is about what we need to do today and tomorrow to get the EU economy back on track. The crisis has exposed fundamental issues and unsustainable trends that we can not ignore any longer. Europe has a growth deficit which is putting our future at risk. We must decisively tackle our weaknesses and exploit our many strengths. We need to build a new economic model based on knowledge, low-carbon economy and high employment levels. This battle requires mobilisation of all actors across Europe.First of all, Europe must learn the lessons from the global economic and financial crisis. Our economies are intrinsically linked. No Member State can address global challenges effectively by acting in isolation. We are stronger when we work together, and a successful exit therefore depends on close economic policy coordination. Failure to do so could result in a lost decade of relative decline, permanently damaged growth and structurally high levels of unemployment.The Europe 2020 Strategy therefore sets out a vision for Europe's social market economy over the next decade, and rests on three interlocking and mutually reinforcing priority areas: Smart growth, developing an economy based on knowledge and innovation; Sustainable growth, promoting a low-carbon, resource-efficient and competitive economy; and Inclusive growth, fostering a high-employment economy delivering social and territorial cohesion.Progress towards these objectives will be measured against five representative headline EU-level targets, which Member States will be asked to translate into national targets reflecting starting points:* 75% of the population aged 20-64 should be employed.* 3% of the EU's GDP should be invested in R&D.* The 20/20/20 climate-energy targets should be met.* The share of early school leavers should be under 10% and at least 40% of the younger generation should have a degree or diploma. * 20 million less people should be at risk of poverty.In order to meet the targets, the Commission proposes a Europe 2020 agenda consisting of a series of flagship initiatives. This would result in €60 billion less in oil and gas imports by 2020.* An industrial policy for green growth – helping the EU's industrial base to be competitive in the post-crisis world, promoting entrepreneurship and developing new skills. This would create millions of new jobs.* An agenda for new skills and jobs – creating the conditions for modernising labour markets, with a view to raising employment levels and ensuring the sustainability of our social models, while baby-boomers retire. * European platform against poverty - ensuring economic, social and territorial cohesion by helping the poor and socially excluded and enabling them to play an active part in society. * We need venitism now! If it falls, we fall too. And the potential risks go across the board: from micro-level changes to the collapse of entire ecosystems and services; things like the provision of food and water and climate regulation. These aren't just minor irritations they are the vital backbone to our future prosperity and well being. They are a crucial slice of life.Potocnik asserts biodiversity is vital to European policy. Our objectives depend on vibrant biodiversity for food security and climate change, where healthy ecosystems are better able to adapt to its impacts, and to sustain livelihoods in such diverse sectors as farming, fisheries and tourism.And as an economist, Potocnik appreciates just how closely maintaining biodiversity as part of a healthy ecosystem sits alongside any desire for long term economic prosperity. The recent study on The Economics of Ecosystems and Biodiversity(TEEB) shows us again how putting the natural world in peril costs us so much more than we might immediately imagine. It even managed to put an estimated price tag on it. By 2050, the cost of doing nothing about terrestrial biodiversity loss would amount to about 7% of global consumption.So things are very, very gloomy. And seemingly a long way from the bold aims announced back in 2001 when Fourth Reich(EU) set out to halt biodiversity loss in Fourth Reich by 2010. And maybe gloomier still when we are pretty sure we will miss this target.Potocnik lists some of our achievements since then: * The fact that Natura 2000 now covers 17% of Fourth Reich territory, an area equal to roughly half the size of Germany. We need to be clear about where we are starting from to effectively measure progress, but we know enough about the magnitude of the challenge to act now. We can't hang about around for a killer metric if it will hold us up. We must define and use what we have now.This is echoed on a wider scale, where there is a need to improve the global biodiversity knowledge base. It doesn't take too much thought to see how the model of the Intergovernmental Panel on Climate Change might be cloned into a similar body for biodiversity, an Intergovernmental Panel on Biodiversity and Ecosystem Services(IPBES). A body such as this would give us credibility and clout. A winning combination.Because we have to be able to fully factor biodiversity into the policymaking cycle and put it on a par with other economic considerations. We also need to develop new approaches to economic measurement that reflect changes in our natural capital stocks and beyond GDP indicators.Government is the greatest polluter. This polluter literally gets away with murder because of sovereign immunity. We should make government as responsible for its actions as everyone else is expected to be. Venitists protect the environment by first abolishing sovereign immunity. By turning to government for environmental protection, we've placed the fox in charge of the hen house! Greek PM George Papandreou asserts that corruption and impunity from prosecution lie at the heart of Greece's debt crisis, calling on citizens to stomach the pain required to put the country back on track. The crisis in Greece is not limited to the fiscal problem. It is only the tip of the iceberg. It is extremely urgent to deal with corruption and impunity, because they have assumed dramatic dimensions.The question for Germans is how to deal with Greece's debt, which has triggered talk about the possible breakup of the euro zone. This is set to come to a head on Friday at talks in Berlin between Chancellor Merkel and Premier Papandreou. The pressure is growing, and Merkel knows that. She is still waiting for the right time to justify the billions in aid for Greece. But by then the situation in the financial markets could have spun out of control.Granting financial aid would be a highly unpopular move in Germany, Europe's biggest economy, itself only just creeping out of its deepest recession since World War Two. Polls show most Germans are against taxpayers bailing out Greece. There are discrete talks among euro zone governments on possible mechanisms to support bellyuping Greece. Germany would have to be involved.Some sort of financial help will be needed at some point. Eurozone States seemed to be working on a coordinated deal in which France and Germany would play the biggest roles. Bailing out Greece would be wrong, because it would reinforce the rampant moral hazard in financial markets. It would perpetuate the inequitable and politically unacceptable situation where structuring fees are retained by the banks as profits while credit losses are socialized and passed onto miserable taxpayers, who run amuck in the direction of the cliff.Eurokleptocrats in Germany and France are trying to prepare public opinion, and they try to find a form of financial help that is not a direct loan, as they are looking for the most politically acceptable solution. Papandreou must contend with a hostility toward Graecokleptocrats. Since joining Fourth Reich(EU) in 1981, Greece has developed the image of a chronically reckless brat that extorts money from the Cohesion Fund and mismanages its own affairs. The fury toward Greece has reached new levels of intensity during the current crisis. CDU officials from the local headquarters in Duesseldorf have admitted sending out letters to companies offering them a personal meeting with premier Juergen Ruettgers for cash. For 6,000 euros, they'd be guaranteed a personal conversation with the state premier or other high-ranking Christian Democrat leaders. You can actually rent Ruettgers, if you've got the cash. The letters are only the tip of the iceberg. The regional CDU has been cashing in on fixing appointments with the premier for many years. One could also get oneself placed at Ruettgers' table at a dinner party for a five-digit sum. CDU had also offered personal meetings with Stanislaw Tillich, CDU state premier of Saxony, in exchange for party donations of 8,000 euros($10,900). CDU has made a silly mistake in explicitly asking for money for a meeting. It always leaves a bit of a nasty aftertaste when talks with politicians are paid for. Whether such behavior runs counter to the national party financing law has yet to be investigated by the Federal Administrative Court. Rent-a-Premier initiative has taken place myriad times in Fourth Reich. Aside from that, the donations collected this way have never appeared in political party books.In the last few days, Merkel has repeatedly warned of the dangers facing the euro. The more Merkel stresses the fragility of euro, the more Germans will be willing to swallow action. If the currency union were to collapse, conflict, uncertainty and economic losses would loom and this could pit the peoples of Europe against each other. Germany, more than any other nation, wants to avoid reviving past resentments. No country is more dependent on friendship, political cooperation, and economic involvement. Germans are the ones that need the European Union the most.

Last week venitist Congressman Ron Paul had the opportunity to bring up spending and transparency in two important hearings. On Wednesday Ron Paul questioned Federal Reserve Chairman Ben Bernanke on some highly questionable uses of funds at the Federal Reserve, and on Thursday Ron Paul asked Secretary of State Hillary Clinton about exorbitant spending at the State Department. It is extremely important to continue bringing these issues up, especially in light of our difficult economic times, when so many are out of work, as Ron Paul saw up close in his district at the Oceans of Opportunity Job Fair in Galveston two weeks ago. Those who are working live with the fear of losing their jobs as they struggle to pay bills. Meanwhile, Washington is talking of increasing their taxes, something voters were promised, clearly and adamantly, would not happen in this administration. Government also struggles with money, but the struggle centers on how to get more of your money into government coffers. Ron Paul asserts that rather than expanding the Federal budget in the face of economic downturn, we should be focusing on eliminating waste and being the very best stewards of public funds that we can possibly be. Most businesses have had to streamline and cut back in order to survive, and so it is only fair for our government to do the same. Instead, the State Department is building a $1 billion embassy in London, the most expensive ever built. The plans even include surrounding it with a moat! Ron Paul asked the Secretary of State about this massive expenditure, and she claimed the funds for this were coming from the sale of other properties. If money can be saved, then save it! Don't spend it on such an extravagant structure overseas when people back home can't find jobs or pay bills. Not only that, but the administration has committed to doubling foreign aid. That is one promise that is likely to be kept, despite our economic crisis. Ron Paul asked Chairman Bernanke about Federal Reserve agreements with foreign central banks and if he had had any conversations about bailing out Greece, which he flatly denied. However, he recently announced that the Federal Reserve will be looking into Goldman Sachs' derivative agreements with Greece. Goldman Sachs, as we know, has too-big-to-fail status with the Fed, so it is conceivable that any Greece-related catastrophic losses at Goldman Sachs will once again be passed on to taxpayers. Venitis points out Graecokleptocrats hoodwinked Fourth Reich(EU) with derivatives. Finacial engineers have devised special kinds of derivatives, especially swaps with imaginary exchange rates, to fool Fourth Reich and also create a lot of kickbacks for Graecokleptocrats. This financial engineering scheme was named Aeolos, the Greek god of the winds. Global Tax Revolt(globaltaxrevolt@aol.com) points out Aeolos enabled Greece to receive a far higher debt, far beyod the limits allowed by the eurozone. Debt disguised as a derivative does not show up in statistics. Especially Eurostat's reporting rules do not record transactions involving derivatives. The Maastricht rules can be therefore circumvented quite legally through windy swaps and other complex financial instruments. There are huge commissions generated, and part of them is fed back to kleptocrats as kickbacks, safely deposited in secret offshore accounts. Swap provided upfront payments to the Greek State and upfront kickbacks to Graecokleptocrats in return for deferred payments, ensuring Greece would scrape in under the Maastricht criteria for eurozone. Ron Paul agrees with Bernanke's characterization of this, it is indeed bizarre to think that Americans at the Federal Reserve could engage in this type of behavior, which a some have called criminal. However, Professor Auerbach served as a banking committee investigator, and as an economist at the Treasury Department and at the Federal Reserve. His claims are hardly without merit. In fact, they are solidly backed by court rulings and other evidence. The lack of accountability and transparency in our leaders on government spending is appalling. We simply must keep pressing these issues and voicing our objections if we are ever to reverse our failed policies. Basil Venitis asserts that only governments can cause economic depressions and funny money. Lower tax rates, a reduction in the burden of government, and elimination of kleptocracy and VAT are the only way to boost growth. Throwing money to misery brings more misery. During the recent economic crisis, it has poured trillions of dollars into the economy with no oversight, made secret agreements with foreign banks and governments, and has refused to tell Congress who is getting the money or to give it the details of what deals are being made. We demand full transparency from the central banks.Frequent comments by Fed officials and others regarding the downward pressure on inflation from persistent excess capacity in the economy suggest the Fed may be significantly tardy in withdrawing monetary support. If so, the Fed is risking the return of stagflation, high unemployment and high inflation. Central bank's artificial creation of credit is the culprit in the business cycle. As the boom turns into bust, the economy tries to readjust itself into a configuration that conforms to consumer preferences. That is why it is so essential for government to stay entirely out of the adjustment process, because arbitrary government behavior can only delay this necessary and healthy process. Wages and prices need to be free to fluctuate, so labor and other resources can be swiftly shifted away from bloated, bubble sectors of the economy and into sustainable sectors of the economy where consumers want them. Bailouts obstruct that process by preventing the reallocation of capital into the hands of firms that genuinely cater to consumer demand, and by propping up instead those firms that have deployed resources in ways that do not conform to consumer preferences. Fiscal and monetary stimulus do nothing to address the imbalances in the economy, and indeed only perpetuate them.Foster notes that having suffered a deep recession and barely averted a thorough and crushing collapse of the global financial system, the U.S. economy continues to underperform badly. Capacity utilization is down about 10 percent, and the unemployment rate, hovering around 10 percent, is expected to remain elevated for years. Consequently, credible though waning residual concerns about near-term deflation persist.There has been much discussion of moral hazard in connection with the flurry of bailouts that began in 2008. Moral hazard refers to people's readiness to act with an artificially elevated level of risk tolerance because they believe that any losses they may incur will be borne by other people. Hence the bailouts will tend to make major market actors even less likely to behave prudently in the future, since if they believe they are likely to be considered too big to fail, they have more reason than ever to believe that they will not be allowed to go out of business, and therefore that they may continue to make risky bets. Against this background of economic weakness, inflation may appear an odd concern, but it is not. Inflation is always and ultimately a monetary phenomenon. At some point, inflation's potential, created by past monetary policy, will be realized regardless of the state of the economy, either through offsetting policies or through a revival of potentially rapid inflation.Foster claims the actions of central banks around the world, especially the Federal Reserve, successfully stabilized the financial system in part through massive injections of reserves into the credit system. These reserves, which largely sit apparently idle on central bank balance sheets, assure financial institutions that they have the liquidity needed in a highly stressed financial environment. These reserves, now totaling more than $1 trillion, present the substance of the very real risk of rapid inflation if they are released too quickly into credit markets.In addition, even if the Fed contains these excess reserves the economy faces a serious risk of inflation if the Fed is late in removing its traditional support for a weak economy. Before inflation becomes a reality, and likely well before the economy has established a firm footing, the Fed needs to address this inflation threat by beginning a difficult and judicious unwinding of the monetary stimulus that it applied since early in 2008, part of the Fed's so-called exit strategy. If the Fed errs, then not only inflation, but also another bout of stagflation, are likely.The very existence of a central bank such as the Federal Reserve aggravates, indeed institutionalizes, moral hazard. Since there is no physical limitation on the creation of paper money, firms know that no natural constraint exists on the power of the central bank to bail them out of any serious trouble. The Central Put is the implied promise that the central bank would intervene to assist the financial sector in the event of a serious downturn. The economic reality is that you cannot distort natural market pressures without unintended consequences. Market forces would drive prices down. Government meddling negates these pressures, adds regulatory compliance costs and layers of bureaucracy, and in the end, drives prices up. Individuals and businesses see tremendous opportunities for starting new businesses, investing, hiring new workers, and expanding into new markets. Many are holding back, however, due to concerns about the economy, while others are holding back due to concerns about the threatening policies of government, and others are holding back because existing tax and regulatory burdens are already excessive.
